Ahmed Sobhy Mansour, Professor of Islamic History at the famed Al-Azhar University and the leader of al-Quraneioun group, said: "there is a complaint to the International Criminal Court (ICC) against President Mubarak and the Interior Minister Habib al-Adli concerning certain practices."

In exclusives to Al-Masry Al-Youm, Mansour said he does not know the source of the complaint, but he received it on his e-mail, adding that his group welcomed its content.

This is the second attempt to collect such signatures, he said, pointing out that the first attempt did not succeed, but this attempt is the first step on the road.

For his part, chairman of Ibn Khaldun Center for Development Studies Saad Eddin Ibrahim said: "the proposal has been made by a professor at Stanford University called Larry Diamond, who is close to the new US administration."

Diamond made this proposal at the press conference that was held by the 80 activists who sent an open letter to Obama last Tuesday.

Ibrahim added: "This proposal stems from its makers’ desire not to have the US used pressure tools harming people, such as cutting aid or imposing sanctions on countries."

"Diamond has proposed that the US should use its influence to put pressure on presidents and officials who do not care about the human rights,"

Ibrahim said, pointing out that such a complaint is tantamount to a message calls on presidents in advance to stop abuses because this is the essential purpose.

The complaint, which has been published on epetitions website, a website to collect signatures for petitions and complaints, was signed by only 200 people till now.
